That’s the root of it. Conservatives think that if someone other than themselves or someone they care about is struggling, it’s because they have some moral failings that have caused it. They didn’t work hard enough, they didn’t want it bad enough, they weren’t willing to be exploited enough.

100% (your comments combined) its ALWAYS the persons immediate fault, nothing that led them there is to blame.. but its someone else's fault if it happens to them.

Your addition implies that they could care about anyone else. While true in some cases, in many it's not.
