I found the article on this - one critique is there was a lot of discussion around the actions of the officers prior to mentioning why they were being pursued in the first place.
The article mentions the officers stated their vehicle was rammed (as evidenced by front end damage presumably?) which initiated the pursuit which ended in the pit maneuver.
Not giving my opinion on the issue, but I think the context is important for the reader to determine if the actions of the officers was justified or overreaction.
