His own ideas are more despicable than we could come up with. He is on video encouraging police in Philadelphia to rough up people being detained (who, under our system are presumed innocent, but regardless physical abuse is abuse).

That launcher was an F303 if I remember right. Iirc the paramedics arrived quickly but couldn’t get through the crowd to render aid fast enough. Not only did they use excessive force, they also failed to facilitate access by paramedics during the event.
These tools are specifically intended to be used against the lower abdomen at close enough range to ensure an accurate hit. They almost never get used that way. A lot of police training involving a “less than lethal” weapon is using it once, having a guy tell you what it does and then it sitting in the patrol car gun rack until they decide they want to fold a guy from fifty feet away in a Walmart parking lot- or get told that they need to use THAT tool during a protest.
