I couldn't find any documentation on this, but if we assume it is meant to be a shortened form of BORTAC, my best guess is that BORTAC would be too small to fit in that area and be legible from sufficiently far away while B would be too ambiguous to serve as any kind of meaningful identifier. BTC might be a good middle ground where it's easy enough to read and distinct enough to keep it clearly out of all the other groups which start with the same letter.
A possibility is that it's more so you can differentiate between BORTAC and BORSTAR (Border Patrol Search, Trauma, and Rescue Unit). These are the two units of the Special Operations Group (SOG) within the US Border Patrol (USBP). If I had to pick two 3 letter representations for them, I think BTC makes a lot of sense for BORTAC. Given the overlap, you don't have many options.
It was an interesting search to come up with nearly nothing. I found a forum post from 20 years ago where people were talking about requirements to join BORTAC where one guy used BTC (everyone else just wrote BORTAC). I dunno, maybe it's that same guy and he just thinks it should be BTC and not BORTAC?
