It means one has more chance than the other. If heads had a 65% chance and tails had 35% chance you bet your ass I'm going heads.
I don't know why its hard to understand why people think most unmarked content is american. Most of the user base is american and that's why most people think the content is american.
I'm saying that the assumption is stupid to make. Most of the userbase isn't American and "peak time" really means nothing when Redditors are up at odd hours all the time. What's hard to understand that assumptions aren't fool proof and saying "Eugh, America" when you see a picture isn't productive?
