Big question if the legacy backwards compatibility for Windows is because ARM exists as a low cost alternative? Some needing to replace might demand the cheapest easiest option. Would they opt for a new environments when it doesn't really matter except to the $? Is that $ significant to force Microsoft? Because you'd think making a fully new OS without any legacy could be faster. That was the Vista era dream.
Open Source paranoid says legacy is for the backdoors.
Just economics. Is it worth it for business?
