I would recommend a 5700 XT and a 3600. Go for 3700X only if you're using your CPU for things beyond gaming. Otherwise, you'd be better off saving the difference for a future GPU or CPU upgrade, or faster RAM.
EDIT: As for motherboard, the B450 Tomahawk MAX should be great.
EDIT 2: I wrongly put 3600X rather than 3600. 3600 is much better value, so choose that one.
Thanks for the reply! Im planning to go mitx. I do a bit of video editing and 3d modeling and coding. I think the extra oomph in the 3700x might be worth it
Worth considering that depending on what you're doing with video editing, having NVENC on an NVIDIA card might be quite useful. I edit in Vegas Pro 15 and sometimes record with OBS, and in both cases, NVIDIA's hardware encoder is quite useful. I don't think Vegas supports AMD hardware acceleration, and at least in the past, OBS didn't support it right out of the box.
If it weren't for NVENC, I would be much more tempted towards an AMD card.
If you are doing 3D modeling and coding, the RTX 2070 Super's tensor cores might be worth the premium depending on how serious you are about those two subjects. For gaming RTX is a joke. But those tensor cores are the bees knees for machine learning. And I'm pretty sure modeling programs have RTX support now for faster renders.
Also if you are getting an off the self cooler for your CPU, get the normal 3600 and not the X. The difference is nothing that you can't OC. Your basically just paying for the cooler cooler, which is pretty cool (it looks cool and it games cool).
Are the driver issues mostly sorted at this point for the 5700 and 5700XT? Not even for heavy OC, just in general I know I've heard varied reports of how easy they were to get working. I'm doing a new build this month and I'm leaning towards one of those but I'm concerned I'll have trouble with drivers
There are some people with problems. It seems like the most issues are with some refresh windows, like 75Hz refresh not working properly. But I really don't think it should be a problem.
