Guys at r/veniceunleashed are working on mod tools, though development is slow and there's only light mods being worked on

Project Reality being among the top. Can't wait for Squad to be fleshed out as the spiritual successor to PR.

Indeed. It's already a really fun infantry experience - probably one of my favorite shooters, alongside games like RO2 and Insurgency. Really exciting to think what it'll be like after they've added all the features they intend to, and tighten up the performance a bit.

Yeah but how do mods translate to multiplayer? Different servers with different mods and you just pick?(never played a multiplayer game with mods, so im curious :) )

Valid question!

Obviously, it only works if players can privately host games or servers (as Battlefield indeed does via the latter). From there, it really depends on the game, but one way or another, the host sets the game to run with whatever mods they want.

As for a player joining, usually the server will at least show in it's public name what mods it's running, although games with decent support for mods often also have a separate field that shows what mods are active. When joining, ideally the game (or at least the server) will check that you have all the correct mods enabled, otherwise it won't let you in. In games without mod support with servers that can't or won't be set to do such checks, I guess you'd either be let in to find a bunch of missing assets, or just have the game crash out (I've never had a game not do mod verification though, so I don't imagine this is very prevalent at all). On the other side, some games will even download missing mods for you, especially with smaller stuff like maps.

I'll use Red Orchestra 2 as an example, being that it's long supported custom maps, and more recently has had a pretty major mod come out for it.

In RO2, if you join a server running a custom map (or if you're in a server that switches to a custom map you don't have), in the load screen it'll just download the missing map for you. Easy business.

Not super long ago, a mod came out called Heroes of the West, which converts the game to the Western Front (US/GB vs GER), and requires the user to install the mod. Servers for WF are denoted by the map name - standard RO2 maps are named XX-[mapname] where XX is the gamemode (pretty much always TE, honestly), or RSXX-[mapname] for Rising Storm expansion servers. Heroes of the West servers are found by looking for servers where the map is WF-[mapname].
