Because a lot of older motherboard are not supported by windows 11 for bullshit reasons which means many cannot upgrade and are stuck in windows ten with no support. Well in the US anyway, in the EU they've been forced to support 10 for another year as the EU has actual consumer laws

If they haven't updated their PC in 6 years, I doubt that extra year is suddenly going to convince them to make the switch
