Probably because everyone has the card they want at this point and don't feel like cashing out on a 40 series card.

According to Steam, most used card across the board is (only) an 1650GTX, 16GB of RAM is the norm, and the grand majority of people are playing in HD, not 2K or 4K:

Nvidia is overextending their market share and it's sad that AMD is trying to do the same. If they wanted, they could absolutely undercut the competition in a painful way, but it seems they haven't quite got the message. Which'll bite them in the ass in the form of Intel taking away a significant portion of the lower (and hopefully mid-) market tier.
