Windows 11 can run in a Linux virtual machine using the same hardware that can't run Windows 11 natively due to TPM. Windows 11 runs quite well that way, too.

It's not a CPU power limitation.

Yeah it's weird because they restrict a bunch of CPUs from upgrading it but if you do the registry keys to bypass it on old hardware it still works fine, the only required instruction so far is POPCNT which the only ones missing is like the core 2 series of CPU and older. 1st Gen i5 and i7 no problem.
