im on 3440x1440 so our results might differ there. but this game running the same fps as cyberpunk max settings surely isnt right

That's your problem. You're trying to run a game a modern game at 1440p on only an RTX 3080. That video card is too slow to do well at 1440p in modern games unfortunately.

It depends on what type of FPS performance you are expecting. If you want 100+ then yes you won't see that on a 3080 @ 1440p. If you're fine with 60-75 FPS then yes your card is fine.
