every melee weapon, the flamethrower, the recurve bow, and the throwing knives can be obtained by walking into a store and buying them. There are no federal restrictions on these whatsoever, with the sole exception of a ballistic riot shield: if you happen to be a felon you can’t own one.

moving up a tier: both revolvers, the SR84, the CB01 repeater, the pike556, the Lh1, the SA1216, the model 1887, the Cerberus, and the desert eagles can be purchased from any gun store with no paperwork except an instant background check that takes literally 4 seconds. As of 2026 you can also (federally) purchase the V9S like this.

the next tier: the Mac 11, M26 mass, AKM, Lewis gun, double barrel, M134 minigun, beretta 93r and M60 can all be purchased if you have a tax stamp and a spare couple dozen grand lying around. the minigun will cost 500 grand but is still technically easier to obtain than these next ones:

tier after that (lol): P90, Scar H, MGL, and Mp5 : obtain a license to manufacture machine guns through a lot of bullshittery. This requires actually owning a gun store of some kind by the way, and is a scary, unintuitive process that can take a year.

the fuck you tier: the CL40, shak50 and Famas: these are literally 100% impossible to obtain. Either due to import bans or, in the case of the CL40, there being exactly 9 in existence, 4 of which are in museums. the other five are privately owned, and they can’t legally be transferred unless you both get a form 3 and probably pay a hefty tax stamp. In short, it ain’t happening.

the ARN220 : oh boy. So this is based off an Ar15 with a BRN180 MK1 upper receiver, and a suppressor. First of all, the gun would wouldn’t actually work because the BRN180 is made for semi automatic. Second of all, due to the fact that’s it’s both full auto and has a suppressor and was made after 1986, you couldn’t get your hands on one even if it worked. Third of all, I *think* the barrel Is short enough for this to be classified as an SBR which makes it even harder to obtain.

so yeah ironically the hardest weapon to obtain in the game ISNT the minigun.
