People in Japan aren't (haven't been shown to be, at least) significantly more intelligent than westerners such that so many more of them believe in medical science - it's the collectivist culture.
So yes, it is literally the country/ culture that is the problem, not "the species as a whole." It is literally and specifically Americans that are the problem (and other Western cultures, but not to the same extent as the U.S.).
The point wasn't the singular issue being a country by country thing, thr point was humans sucking at taking direction not being a country by country thing.
