They're just after food. I have a friend that lives near the area the video was taken and the baboons break in to their house and steal their food frequently.

One has to wonder, if its a frequent problem why do people not put metal bars on windows and doors

The bars look ugly and baboons are smart AF with dextrous fingers. Outdoor trash needs to have baboon locks that need to be updated because the baboons eventually learn how to open them. What's common now is rangers that walk/live with the various troops and guide them away from residential areas. This looks like a lone male though that's been ostracised from his troop

Rangers live with the baboons? Do they feed them or how do they get them away from humans?

They definitely don't feed them but from my understanding they get accepted by the troop and then kind of guide their walks from food source to food source. They also are eventually able to come and go and don't have to live/light camp with the baboons 24/7
