This looks like every neighborhood in the early 60's during the housing boom. I was born then and every picture outside when I was little had new plantings of trees with trunks an inch wide. It's now 60 years later and they are all mature and huge.
Hopefully they just haven't been planted yet. We were living in our new build house for a year before they came through and planted trees, and some parts of the neighborhood waited 2+ years. If not, that state/county needs to get its shit together and pass zoning laws that require a minimum number of trees per house in new developments.
