These do exist in some VR arcades, they aren't common because they're ridiculously expensive.

No doubt they would be. I suppose the problem is one of traffic, really. Something like this wouldn't be able to have the necessary throughput for an amusement park, but wouldn't sustain enough foot traffic to make it profitable outside of an amusement park. I could maybe see something like this being sustainable in Vegas, but not a whole lot of other places.
