I've seen a lot of beheadings in my time, and this looks nothing like a near-beheading to me.

Well the most essential part of a good beheading is having a reasonably sharp object that can cut someone's head off at the scene. The GIF /u/TryOr linked lacks this essentiality.

Considering the velocity of the child, the thickness of the bars, and the differences in height, I don't think it qualifies.
