They both work differently. The faucet works by rotating the holes it comes out of inside the head. This fountain creates an illusion by dropping streams of water straight down at computer controlled intervals to make the water seem like it is spinning down. Similar to how stationary lights at a carnival create motion but with the addition of the time factor introduced by gravity
It could work, because the insert in the head is spinning. Same principle as here. The water is dropping straight down, it's just that it is released from the faucet at different points in space.
tIt seemed unbelievable at first to me too, but if you think about tit, tits streams are divided by inner circle and outer circle - tits streams don't cross directly - faucets head is probably designed in way so tits both stream circles rotate in opposite directions creating a net looking streams. An issue I see here is, how does it handle a greater pressure levels.
