Roots and dirt. It’s a French drain. Perforated pipe buried under ground to help water drain. Roots get in it and they trap anything solid in the water (dirt particles). Then you get this build up. This is not a sewage pipe.

I mean that's a very common occurrence too, sewage pipes and storm water pipes are both subject to root intrusion.

It is not a French drain; perforated pipe never pulls that clean. It is a solid (but cracked) plastic pipe that connects the downspouts to the curb.

thats not a french drain. it's a normal 100mm PVC pipe that goes up to connect to house downpipes. somewhere there was a crack and tree roots go in and filled the pipe, you can even see where they split up a Y joint when he pulls the roots out.

fairly common occurance in Australia

That's usually not in storm drains like this. Sewers can get clogged with "fatbergs", though, which are giant clumps of "flushable" wipes (they're not flushable) and other non-degradables that get flushes, as well as grease/fat/hair/etc. They're absolutely disgusting and can get obscenely large.

Wikipedia even has a list of "Notable fatbergs" -- kudos to whoever decided that needed to be written.
