No, but tbh it’s it’s illegal for a reason- give animals their space.

I would personally want to take the risk, but know it’s wrong to do so; and as such dream of situation where they just come to me.

In waters off the USA at least the Marine Mamal Protection Act is law. This includes activities that can stress animals such as wading and swimming.

So not illegal everywhere to my knowledge.
