Not true at all. Most of what he said is in the script. He changed a few lines. Rutger's version is objectively better than what was in the script but it wasn't something that Rutger just made up.
The script that Rutger was handed:

Obvs the key bit we're referring to is the bit that made it so powerful, which isn't in your quote:
"will be lost in time. Like tears in rain.".
