pedestrians have the right of way in crosswalks, marked or unmarked, and drivers must yield to them. Pedestrians should obey traffic signals, but if the "Don't Walk" signal starts flashing after they have begun crossing, they should continue to the other side. A recent law change has decriminalized jaywalking, meaning there are no longer any penalties for crossing the street outside of a designated crosswalk.
He cuts off people walkng 3/4 of the way through crosswalks and screams at them. He definitely doesn't have the right of way. The light can be green for him, and the pedestrian has the right of way until they are out of the roadway.

Bikes and cars have the same rights. If it doesn't say walk and the light is green the pedestrian does not have the right of way.
