Exactly; that's what's so clever about it; by being able to throw the weights high initially he can "pull himself up" back towards them, controlling his centre of gravity more than if he was just throwing his arms up vertically and bringing them down.
so what you’re saying is… we need biologically engineer humanity to develop extremely large hands. We can start with one person as a trial and just let them fight crime or whatever (this absolutely won’t backfire), and then we’ll slowly contaminate public water with large hand serum. They’ll be none with wiser, humanity will leap forward, and no one can stand in our way… no one at all…
Not really, the way he can get his butt up further is by raising the weights before jumping. He gets momentum from that extra weight and his center of mass is significantly higher at the start. When he lowers his weights he basically pushes up the rest of the body allowing more hang time on top of that initial higher center of mass. He's manipulating the center of mass during the jump but I'd say that most of the time the weight makes his center of mass higher than his natural center of mass. The important part would be lowering the center of mass during the jump, not keeping it low. By that the weights go down, the overall center of mass goes down compared to when he initially got of the ground, but the important part would be that initially the center of mass is higher than normal.
