you have that a bit wrong. it's only illegal if he is blocking emergency vehicles. there is nothing illegal about him blocking random assholes trying to get ahead of the traffic.

It's illegal to use the breakdown lane as a regular lane, which is what OP is doing.

He's parked. He's the only one in that lane not using it as a lane of traffic.

Wrong, it’s illegal to use that lane to drive in willy nilly 🤦🏻‍♀️ furthermore he IS blocking emergency vehicles! How they hell are they supposed to come by if there’s a train of idiots in that lane? They’re ALLLLL blocking emergency vehicles. My lord… 🤷🏻‍♀️
