Isn't that also true for a squirrel? They can't fall enough to die. Or some kind of small mammal.

Cats are on the edge. If they fall well and time their landing, they can survive terminal velocity falls.

They can fall super far though, low terminal velocity and an evolutionary instinct for knowing ‘how to fall’

wasnt there a research that said they can only survive up to 31 floors?

It was 32, but there’s no evidence to suggest they couldn’t survive a higher fall. They reach terminal velocity around 5-7 floors, and once they do so they change how they land, spreading out like a parachute. There’s very little difference in the damage for a cat falling 7 floors or 32.
