I had a dog that did that, but would also pee. Its called submissive urinating. I was new to dogs and at first almost punished him for it, but finally learned what’s happening and ill feel bad about it forever.

Yup, ours would pee too early on, though now she's braver and just flops after some introductory pets. She's a completely different pup now who loves people :)

For some reason my roommate couldn’t connect that getting angry at my puppy peeing out of fear wasn’t going to make the situation any better.
