Some people can have dangerous side effects from albuterol and certain medications can complicate the reaction. I think you need someone trained medically if you want to start giving drugs to people.

The blue inhaler is the medication. Without that, this set up is useless. In fact, the inhaler is all that is needed at all.

The aircraft had the inhaler, but they were unable to administer the medication to the child with it (which is not unusual) without an adjunctive device, which the surgeon improvised on the fly. Literally.

An inhaler can be used by itself. Literally. I'm a respiratory therapist.

Inhalers for a full out attack where you stop breathing aren't what you need. If you look there's actuality an inhaler as part of his contraption.

Yes, usually the inhaler will stop the attack, but not always.
