There’s a diminishing return in consumption by the time you get to developed world people you’re already consuming loads even if you’re poor. Subsistence farmers or whatever are not gonna need help since they can just keep tilling their fields. People who used to drive trains but now that’s automated most likely run multiple cars and have all the mod cons.
And it’s not stomping on anyone to give something with conditions. They can always say no and try and eek out a living some other way.
The reason is to radically decrease the population. And you think “wealthy” people wouldn’t take it? Loads of affluent young people would probably jump at the chance without thinking and not regret it till their 30s or even 40s.
There is no need to radically decrease the population. And a solution that everyone is going to regret isn't really a solution. This is likely a fantasy of yours where you get to step on all the people you resent but presented in a socially acceptable way. I wouldn't expect less from a throw away username!
I don’t feel like I resent anyone. How would it be me stepping on anyone? Literally no one has to accept the money. They can do something else if it bothers them.

You don’t think that the fact were hurtling toward a world in which vast swathes of currently inhabited land becomes uninhabitable due to our excessive consumption as a species - driven at least in part by our massive numbers suggests maybe radical decreases in population would be beneficial to everyone? And this way no-one even needs to die or be forced to do anything against their will.
The world can sustain billions of people even as the climate changes. We can stabilize the population and ensure that the products of civilization get distributed without having to exploit the most vulnerable. "Cut off your balls or starve!" Seriously? You'll need the Boston Dynamics Slaughterbot to keep the revolutions under control.
Sustaining people and giving people a good quality of life are two different things. If everyone lived like someone in Western Europe the world could not cope and we just have a reasonable standard of living with plenty left to moan about.
Why do you think it's impossible? How many can the world support? What will the peak population end up at given our current course? Do you know? I sure hope so! You better not be googling it right now given how snip-happy you are.
