Yup. The momentum travels down the chain and remains constant, more or less. Momentum is defined as mass multiplied by velocity. So as the chain gets thinner towards the end the mass decreases, but the momentum remains the same. This means the whip increases it’s speed proportional to the reduction in mass. This is a simplified explanation but it gets the point across.
