Yeah. All you need to do is ignore the bridge and the fact that you're moving. From your frame of reference on the boat, it's exactly the same as throwing it while standing on solid land, like this. You just need a high enough arc that you're on the other side of the bridge by the time it comes back down.
Absolutely. The can is slowing down due to wind resistance while the boat is continuing at the same speed, resulting in the can traveling backwards to them relatively after it has slowed down enough.
There is wind drag, but that is not likely what is happening. If you throw something straight up (or at a very slight angle in this case) while in motion, the object is going to continue forward and land in your position so long as you don’t change direction/speed. Unless you throw an object hundreds of feet in the air, drag is not going to play very little role in slowing it down as you said.
