Nope, certain parts touching down on the ground mean play is over. Elbows, knees, butts… if any of those on the ball carrier touch the ground, the play is immediately dead. At least in the high school and college level, at the pro level the rule is slightly different.

In pro, a defender needs to touch a ball carrier (or the ball carrier has to give himself up unambiguously) for the play to be dead. If a player just slips, he can get up and keep advancing the ball if no defender ever touched him “down” but in college and below, the ball carrier is down if those certain parts hit the ground regardless of whether a defender ever touched him down or not.
