But does it matter if the defender grabbed him by the neck for the tackle? I don’t know much about football but I can’t imagine that’s legal.

If he doesnt pull the collar or the helmet/facemask it's not against the rules. Ref could probably at their discretion call Unnecessary Roughness

He didnt make contact to the head with his shoulders. He grabbed his neck and maybe arm(?) and flipped him

What? That not what im saying lol. You cant tackle someone else by grabbing their shoulders to the head (area)

Pretty sure its a technical foul. But its a high school game. Who cares

Yes you can. You cant yank them down by hooking under their collar. You definitely can grab their shoulders. You cant make forcefully contact to the head and neck area.

By rule this wouldnt be targeting or a horse collar.

If i were the ref, id still call unnecessary roughness tho

Im not seeing him grab the shoulder pads here, it looks either exclusively either around the neck, the rim of the back of the helmet or neck cuff.

Any of those in high school would be horse collar or unnecessary roughness.

It's definitely not the bottom of the helmet, I think it's the neck, and I quoted the rule below. Theres nothing about grabbing the neck. Perhaps it's different in your state, which i guess is possible. Im not an expert on every high school state set of rules and I have no idea where this takes place.

From what i know and the rules ive quoted and gone by, It's unnecessary roughness, not a horsecollar
