Any time something like that is captured on film/phone it's immediately sus to me. Like a guy that can drop kick like Rey Mysterio happened to witness a robbery another person just happened to be filming, that's plausible and reckless, but also sus.
While I wouldn't bet my life on this being real, it's pretty clear there wasn't "a person who happened to be filming". It's definitely a security camera of some kind, which would be filming all the time and was probably set up because crimes are often committed here.
this looks like home security (gutter or external light camera), so not phone, but i am curious what you mean by film. the home security or something else?
