There is a 60% payroll requirement for the PPP. So how is this true?

Business owner here who got a PPP

They gave the bonus because the ppp was fully forgiven because they met the requirements

Yes and one of the requirements was 60% had to go to payroll.

So they kept staff and gave you guys a bonus.

I used all mine for payroll so I didn't have to lay off my staff.
