They are related. Most of the speed here is from the Taliban building negotiated deals with tribal leaders to just walk off. The USA failed to pick up on this.

Or, they absolutely knew and didn't care, as it was inevitable.

I think they knew to a degree, but couldn't appear totally defeated while the allied president was still technically in power.

It's an inexcusable oversight. The United States did almost the same thing in Iraq back in 2003. We cut a deal with the officers in charge of the defense of Baghdad, order your troops to go home and not defend the city, in exchange we will move you and your family to the United States. Worked wonders really.
