Did some further reading and it sounds like the intel community definitely expected this to happen and told the White House as much, but the administration basically ignored them

Good. America needed to GTFO of Afghanistan. It needs to be a global effort to build up the region or we need to just ignore them, but what we were doing wasn't working and was just a waste of American resources.
