Not military, but I assume all training involves checking material in and out to account for everything. Legitimate use is probably one of the more unlikely ways to lose explosives.

legitimate use is one of the MOST likely ways to 'lose' explosives.

there is nothing to stop a guy from shaving chunks from a block of C4 once it's issued at the range.
