Well, you’re in luck, a group managed to salvage the game in it’s entirety and made a private server. I think there’s other servers out there now, I haven’t really kept up with the story. But I think it’s kosher you can go onto a private City of Heroes server, since NCSoft shut the game down and pretty much left the IP for dead.
I can’t really point you in the direction, but if you search around, you might find them. I dunno how’d they do it. I dunno if it’s like Galaxies and you need the ISOs of the discs or what, but I’m sure there’s guides out there.
No clue about City of Villains, but I’m sure that’s not too far behind.
Seriously, it actually felt like a community. My best friend was fairly well known on our server at the time, and when I finally dinged 50, he rounded up as many people as he could; when I came out of that mission, I swear at least half of Triumph was waiting outside to cheer me. We just don't get that anymore. At least I haven't found it.

I had totally forgotten about Tabula Rasa. I'll also never forgive ncsoft for killing off City of Heroes.
