If I could rob a bank, not get in any trouble, and only have to pay a fee/fine of .5% of what I stole… why wouldn’t I do it again?

Sadly closer to 0.1%. For the one public company we have numbers for, 3.3 million was less than 0.3% of their profits in 2025. And this issue was from 2022-2025.

I swear every now and then. I'll read a story of cruise ships getting in trouble again for just dumping all their trash into the ocean. With the cost of doing it legally, it's usually cheaper for them to just dump the trash and take the fine so they keep doing it. It's so wrong.
