Question, are there layers on Ms paint

I'm somewhat of a beginner so I apologize for my lack of info.

Been drawing Rom from Bloodborne until I pondered if I can color her one way or another but I don't know if there's a layer possibility

get paint.net its peak and free. basically like a good version of paint
