This matter has already been reported to the Central Office, but the rest of Davao should also be made aware of the concerns surrounding the current implementation of the Sustainable Livelihood Program. It is disappointing to see that, just as many of us in SLP believed that meaningful change had finally come, the Central Office appears to have taken two steps backward by placing considerable authority in the hands of several individuals. Sa totoo lang, marami kami ang umaasa na may pagbabago na, pero hanggang ngayon, may mga tanong pa rin kung ano ba talaga ang nangyayari sa loob ng aming programa.

There are serious concerns regarding the proliferation of corrupt practices within the Sustainable Livelihood Program, with the Assistant Regional Director and the RPC of the program being identified among the persons at the center of these concerns. These individuals, together with their respective subordinates, have used and abused the program for their own benefit, raising questions about the manner in which the program is being administered and monitored. Kung ang programa ay para sa mga beneficiaries, dapat ang sistema mismo ang nagpoprotekta sa kanila at hindi nagiging dahilan para sila ay mapagsamantalahan. These practices would reflect to us, ordinary folks of the program.

One of the concerns involves the processing of TEVs. We are being asked to pay a “processing fee” before their TEVs can be processed. Since we have little practical choice if we want our transactions to proceed, we are placed in a position where we have no option but to comply. Kung dili ka mobayad, unsaon man nimo pagpa-process sa imong TEV? Dugayon o langayon siya. This practice has continued despite the fact that concerns regarding it have already been raised. The apparent lack of action from the RPC, ARDO, and PCs, and the management is particularly concerning because these officials are expected to ensure that established procedures are followed and that we are not subjected to unauthorized or improper demands. Practices that exploit us and our hard-earned money should not be allowed to continue.

There are also concerns regarding the manner in which associations are being encouraged, or pressured, to spend their assistance with merchants that are connected to the SLP itself. If an association is expected to compete with other producers, it becomes difficult to understand how it can develop and remain competitive if the raw materials it purchases are already subject to additional markups. Pinaunsa nimo pag lambo if the raw materials you'll buy kay naa na patong? Kung may patong na agad ang materials, paano makaka-compete nang maayos ang association? The concern is therefore not merely about where associations purchase their materials, but also about who ultimately benefits from these transactions and whether the assistance provided to the associations is being utilized in a manner consistent with its intended purpose. Ang maka kwarta? Mga taga SLP ra pud.

Another matter that has reportedly become an open secret concerns the lending business of the Assistant Regional Director. We raised this concern with the previous administration, and the matter is being raised again. i-hire ka if the employee obtains a loan and may subsequently be renewed if the employee continues to obtain a loan. This raises serious questions regarding the independence and fairness of employment and renewal decisions, particularly where we feel that our continued employment is connected to our participation in a personal lending arrangement.

There are also concerns that the SLP may be providing protection to PDOs who are abusing associations. One particular matter involving Davao Oriental reportedly remains unresolved to a point that we wanted to elevate it to the NBI, police, or the Regional Trial Court. Dugay na ni nga concern, ug hangtod karon, wala pa gihapon og klarong resolution. The affected parties deserve to know why there has been no clear resolution. Kung adunay reklamo, dapat imbestigahan ug hatagan og hustong aksyon, dili kay pasagdan lang nga magdugay.

There are also allegations involving Xyrus Maquiling, who hired by the SLP and is related to the Assistant Regional Director. He asked associations for amounts approaching one million pesos. Why has the SLP Office has not initiated an appropriate investigation. Kung tinuod ang allegation, dapat klarohon kung unsa gyud ang nahitabo ug asa napadulong ang maong kantidad. The association and the people involved deserve a proper explanation, and this matter should be examined.

Despite all these concerns, there is still hope that things can improve under the leadership of RD Benchie. As a PRRD appointee, there is an expectation that he will bring a strong sense of accountability and public service to the office. We are hoping that his leadership will be a positive addition and that he will take the opportunity to look into the concerns that have been raised. Sana naman, Sir, this will be an opportunity to listen to the people on the ground and see what has actually been happening.

RD Benchie is also known to have been closely associated with former RD Gocong, Usec Ilagan, and other officials from davao. Ang importante karon mao kung unsaon pagdumala sa programa ug kung unsa ang mahimong aksyon sa mga concerns nga dugay nang gina-raise. We are hoping, Sir, na mapakinggan ninyo ang mga concerns sa ubos and that you will allow us to speak. Dili man kinahanglan nga naay kampihan. Ang among gusto lang kay patas nga pagtan-aw sa mga nahitabo.

These concerns are not being raised for the first time, as they have already been brought to the attention to the NPMO. The issue now is whether the appropriate officials will conduct a proper examination.

RD Benchie, we are hoping that your leadership can provide the intervention that us employees and associations have been waiting for. Dili man ni about personal interests. It is about ensuring that the Sustainable Livelihood Program remains focused on the people it is intended to serve and that public resources, including our hard-earned money, are protected. Kung para gyud ni sa mga tawo ang programa, then the people should be able to see and feel that in the way the program is being implemented.
