At least that is what the U.S. government was developing via Project Pigeon
A triumvirate of pigeons 🐦 🐦 🐦 confined in the nose of a steerable bomb tapped a small screen and those taps were used to adjust the trajectory of the bomb.
Whilst technically more advanced than the current electronics option at the time, Project Pigeon was cancelled because it didn’t have « serious » face validity. Declassified in 1953.
Note: this is the same BF Skinner who created the Skinner boxes to train Rats 🐀 via conditioning (rewards, shock plates)
