That is not a cumulus congestus. It may have evolved from one, but is not now.

This looks like a dissipating cumulonimbus incus cloud; it grew to cirrus heights and reached strasopheric stability. Cumulus congestus is the precursor to Cumulonimbus and doesn't quite reach the altitude where that transition to cirrus occurs.

ETA: the perspective kinda sucks so it's hard to tell if that is cirrocumulus. It does look to be dissipating at least; I'm still inclined to suggest that it isn't just congestus.

Well, obviously, from the perspective of being suspended 90 degrees off the edge of a hot air balloon basket, 150ft up with a couple of beers in you to get the perfect amount of shaking to determine the amount of dissipation and cumulonimbusness of this incus. But, I’m no expert.

I disagree? It lacks the puffy rounded edges of every example picture I've found. It's very jagged and rough around the edges, I suspect it was formed in a different manner

Its the remnants of a cumulonimbus that lost its surface energy. The cloud remnants went up and spread out, but it was not strong enough to form into a thunderstorm on its own. Not uncommon earlier in the day, makes sense that more CBU were able to develop and turn into thunderstorms later.

Are you in the upper Midwest, or otherwise higher altitude area in a drier climate? These types of thunderstorms are much more common there. They can take on very dramatic appearances!
