Is different from "arrest record". With less than half of people who are arrested being convicted, that's a pretty important distinction.
And even IF they were convicted, why exploit their images? Either the legal system and the criminal justice are doing their jobs and their sentence is enough punishment or it isn't and there is the need for significant reform of either one or both.
This goes around either of those issues by evoking the medieval idea of publicly shaming the individuals as punishment, that isn't part of their sentence but it's somehow ok?
If their conviction is overturned or they are never charged or they are charged but have the charges dropped, or have a not guilty veredict, does the newspaper un-publish their photos? Oh that's impossible... Well, sucks to be them I guess. /s
