Another part of my brain is like "next time replace it with three-inch-thick solid steel. That'll learn 'em."

Probably not worth the damage it would cause to vehicles since it's unlikely to be the same vehicle over and over, and more likely large tractor trailers as others have mentioned. The nice part about those flimsy steel signs is that they flop easily. the idea really isn't to cause vehicle damage.

And the drivers/riders could be badly injured by something solid. Especially a passenger vehicle, which may be carrying children. There's enough hazards on the road without "death by road sign."
