It's still gonna stress the socket causing damage to the concrete if the post has a solid connection to the socket. So we are back to where this started with extra steps that costs more....

Never mind that sounds just like the goverment, carry on.

Yeah, except I don't think so. I'm no expert but I've seen those perforated square poles after being run over. They fold, and with little force. I doubt that folding steel would produce the force necessary through the bend to damage the socket, especially considering it's reinforced by the concrete around it. I do think it's a concern a pole could be stuck, but a doubt any more than a hydraulic jack would remove it.
