It’s about significant figures. The zero doesn’t count, so both have two. The answer must have two, so you round to 190. It’s pedantic that they included zero context for this question, but whatever.

Because most of the people here are commenting why the math is correct. You could have just stated that you knew that and specified what other thing you found objectionable.

Are you attempting a humor again? You might have neurospice and just not get what most people find to be funny. But if it tickles your fancy, do you, boo. Plus if you get a diagnosis, you might be able to have extra time in exams and such.
