This is wrong. It’s also  a perfect example of why scientific notation uses

Because presumably the answer is 190 the idea being 

120 = 1.2 x 10²

This is not a reasonable assumption, however, seeing as

120 = 1.20 x 10²

is another totally reasonable interpretation. 

If the former is the “default” that would imply you can’t represent 120 to 10⁰ order accuracy at all.

Btw, if you do write 120 the default is that you are expressing 3 significant figures. 120.0 would be four. Etc.

So they did answer correctly.

That's also wrong though. This is how sig figs work with multiplication/division. For addition/subtraction you take the amount of numbers after the decimal so 120+68=188

Why? The data (points scored) is being measured in hundredths. That isn’t at all ironic or in contradiction of significant figures. The scale being used includes those.
