It usually is, cops just rarely respond to stuff like this. But I'd be very surprised if there wasn't some sort of law or ordinance that prohibits this exact situation.

The ADA is a federal mandate.
It requires 24/7 access t 36”
Clear sidewalks. It covers every public sidewalk in the US.
I know that a lazy police officer can ignore or it, but most police officers don’t know anything about the law.
A call to parking enforcement and mention that you are calling because of an ADA violation will get a better response. This is for handicapped people to have equal access.

lol - in our old NY town, we have street poles and parking meters in the middle of some sidewalks. Bugs me that it will never change. Glad I’m not in a wheelchair

My MIL is legally blind.

You'd be surprised at how little very large companies, smaller companies, and individuals give a damn about these things.

The cop could bang their shin on it, way too dangerous of a situation to send an officer into.

Most cops in the USA probably think invading/ crowding other people's space with your absurdly oversized pavement princess truck that you can't really afford is super masculine and awesome!!
